located in a very public place, or have a lot of visitors.
In an emergency, you will have to deal with numerous
civilians right in the line of fire.
===== Effect =====
Any crisis or attack on the base will endanger
lots of civilians. The characters have to protect these
civilians while dealing with the bigger problem.
